Section 64 — Offence of obstruction
A person who refuses to give access to, or obstructs, hinders or delays the Guardian-in-Adoption or an authorised officer in the discharge of his or her duties, or the exercise of his or her powers, under this Part shall be guilty of an offence and shall be liable on conviction —
(a)to a fine not exceeding $5,000 or to imprisonment for a term not exceeding 12 months or to both; or
(b)in the case of a second or subsequent conviction — to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 12 months or to both.
