Section 28 — Obstruction of investigation, etc.
A person who, without reasonable excuse —
(a)refuses or fails to provide any information, or produce any document or material, required of the person by the Registrar under section 23;
(b)fails to comply with any written notice issued to the person under section 24;
(c)knowingly obstructs or prevents, or attempts to obstruct or prevent —
(i)a person from complying with anything required of the person by the Registrar under section 23 or 24; or
(ii)the Registrar from exercising any of the Registrar’s powers under section 23 or 24; or
(d)disposes of or deals in any property contrary to the Registrar’s order under section 25(6), shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $50,000 or to imprisonment for a term not exceeding 2 years or to both.
