§ 4 — Application of Act to Government

4.—(1) Except as provided in subsection (2), this Act binds the Government.(2) Nothing in this Act renders the Government liable to prosecution for an offence.

(3) To avoid doubt, a person is not immune from prosecution for any offence under this Act by reason only that the person is engaged to provide services to or on behalf of the Government.
