Constitution of the Republic of Singapore s 85

s 85 Council’s report

85. In reporting the opinion of the Council under the provisions of this Part, the Council shall state —(a) either that the report is unanimous or the number of votes for and against it; and (b) in the case of an adverse report, the grounds on which the Council has reached its conclusion.
