s 21 Application of this Part to hazardous substances
21. This Part applies to the hazardous substances specified in the first column of Part I of the Second Schedule except where —(a)
they fall within the exclusion specified in the second column of that Part corresponding to those substances; or
(b)
they are contained in any substance, preparation or product specified in Part II of that Schedule.
