s 77 Decision following investigation
77. Where, following an investigation conducted under section 73, the Authority considers that section 69(1) or 70(1) has been infringed and the Authority proposes to make a direction under section 78, the Authority must —(a)
give written notice to the person likely to be affected by such direction; and
(b)
give such person an opportunity to make representations to the Authority.
