s 4 Management of psychiatric institutions

4.—(1) The management of every psychiatric institution and the care and custody of its patients are to be regulated according to such rules as may be made under this Act by the Minister. (2) The Minister must appoint for every psychiatric institution at least 12 visitors, 6 of whom must be medical practitioners.
