s 12 Power to confer diplomas, etc.
12. The Polytechnic has power —(a)
to award diplomas and certificates and any other academic distinctions specified in regulations made under the Constitution; and
(b)
to provide such lectures and instruction for persons who are not registered students as the Polytechnic may determine, and to award diplomas, certificates and other academic distinctions to those persons.
