s 39 Aiding, etc., commission of service offence

39. A person who intentionally or recklessly — ( a ) aids, abets, counsels or procures; ( b ) incites to, urges or encourages; or ( c ) commands or orders, the commission of a service offence shall be guilty of the service offence.
