23. —(1) The holder of a licence may at any time notify the Registrar that the holder’s vehicle has been destroyed or exported or will cease to be kept or used on any road. (2) Except as otherwise prescribed, the Registrar, on being satisfied in any manner that he or she requires that the vehicle has been destroyed or exported or will cease to be kept or used on any road, must refund to the holder of the licence a sum equal to the amount which has been charged for the number of calendar months or part thereof for which the licence would have continued to be in force.
