s 5 Sewers may be emptied into sea

5. The Board may —(a) cause any sewer to be emptied into the sea or other fit place; (b) cause the sludge from any sewer to be conveyed by a proper channel to the most convenient site for its deposit; and (c) sell or otherwise dispose of the sludge for agricultural or any other purpose deemed most expedient so long as it does not become a nuisance.
