Article 1

The exemption granted on 30 September 1999 to Düsseldorf airport on the basis of Article 9(1)(b) and (d) of the Directive, as notified to the Commission on 5 October 1999, is hereby approved.

Article 2

This Decision is addressed to the Federal Republic of Germany.
