Article 1
For the purposes of Article 14 of Directive 1999/105/EC a quantity of seed shall be considered as small if it does not exceed the amounts specified in the Annex to this Regulation for the different species.

Article 2
This Regulation shall enter into force on the twentieth day following its publication in the Official Journal of the European Communities. It shall apply from 1 January 2003. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 20 December 2002.
