Article 1

The State aid which Latvia is planning to implement in favour of Ventspils port authority in relation to the construction of the dry-bulk terminal, berth No 12 and berth No 35 does not involve State aid within the meaning of Article 107(1) TFEU at the level of the concession holders. Implementation of the measure is accordingly authorised.

Article 2

This Decision is addressed to the Republic of Latvia.
