He has been overseeing the recruitment of Syrian mercenaries to fight alongside Russia in Ukraine since the beginning of the Russian war of aggression. He is therefore responsible for actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine. 21.7.2022 1179. He is responsible for recruiting mercenaries for the benefit of Russian forces in Libya and Ukraine.
