Article 1
Open ↗Decision (CFSP) 2019/2110 is amended as follows; (1) in Article 2, paragraph 1 is replaced by the following: ‘1. The strategic objectives of EUAM RCA shall be to: (a) support the build-up of rule-based governance and management capacities within the Ministry for Interior and Public Security of the Central African Republic, in the design, implementation, build-up and monitoring of all relevant planning categories; (b) support the sustainable transformation of the Central African Republic’s Internal Security Forces and their operational effective functioning and deployment; (c) assist in developing an integrated support to the Internal Security Forces of the Central African Republic through close coordination, ensuring unity of action and complementarity of efforts with the relevant actors; (d) establish a comprehensive situational picture through a dedicated Analytical Capacity, including in domains such as strategic communications and political-security developments; (e) support the strategic communication efforts to foster Union values, promote Union action and expose violations and abuses of human rights and international humanitarian law by foreign forces in the Central African Republic.’; (2) in Article 13, paragraph 1 is replaced by the following: ‘1. The financial reference amount intended to cover the expenditure related to EUAM RCA for the period from 9 December 2019 until 8 August 2022 shall be EUR 30 352 481,10. The financial reference amount intended to cover the expenditure related to EUAM RCA for the period from 9 August 2022 until 9 August 2024 shall be EUR 28 400 000,00.’; (3) in Article 17, the second paragraph is replaced by the following: ‘It shall expire on 9 August 2024.’.
