Decision (CFSP) 2021/1143 is amended as follows:
(1)
from 1 September 2024, the title ‘on a European Union Military Training Mission in Mozambique (EUTM Mozambique)’ is replaced by ‘European Union Military Assistance Mission in Mozambique (EUMAM Mozambique)’; in Article 1(1) the wording ‘conduct a military training mission in Mozambique (EUTM Mozambique)’ is replaced by ‘conduct a Military Assistance Mission in Mozambique (EUMAM Mozambique)’, and, throughout the text, the name ‘EUTM Mozambique’ is replaced by ‘EUMAM Mozambique’;
(2)
Article 1 is amended as follows:
(a)
paragraph 2 is replaced by the following:
‘2. Until 31 August 2024, the strategic objective of EUTM Mozambique shall be to support the capacity building of Mozambique Armed Forces units selected to compose a future Quick Reaction Force (QRF), in order for them to develop the necessary and sustainable capacities to restore safety and security in Cabo Delgado.’

in paragraph 3, the introductory sentence is replaced by the following:
‘3. For that purpose, until 31 August 2024, EUTM Mozambique shall:’

(c)
the following paragraphs are inserted:
‘3a. As of 1 September 2024, the strategic objective of EUMAM Mozambique shall be to assist Mozambique in developing and maintaining the ability to autonomously prepare and employ the units of the QRF trained by EUTM Mozambique and thus contribute to a safe and secure environment for the population of Cabo Delgado.
3b. For that purpose, as of 1 September 2024, EUMAM Mozambique shall:
(a)
provide mentoring and advice to the armed forces of Mozambique in support of a sustainable operational cycle of the QRF, in particular by mentoring and advising them on operational planning, logistics and maintenance;
(b)
monitor the regeneration training of the QRF and the use and maintenance of the equipment provided by a Union assistance measure, to contribute to operational effectiveness, sustainability of the forces and compliance with international humanitarian law and international human rights law;
(c)
provide specialised training to the QRF, in particular in the fields of maintenance of equipment, civil-military cooperation (CIMIC), countering improvised explosive devices, international humanitarian law and international human rights law, and gender issues.
3c. The mission shall transition gradually between 1 June 2024 and 1 September 2024 from the strategic objective and the tasks set out in paragraphs 2 and 3 to the strategic objective and the tasks set out in paragraphs 3.a and 3.b.’

in Article 10, the following paragraph is inserted:
‘3. The financial reference amount for the common costs of the Mission for the period until 30 June 2026 shall be EUR 14 100 000. The percentage of the reference amount referred to in Article 51(2) of Decision (CFSP) 2021/509 shall be 0 % for commitments and 0 % for payments.’

in Article 13, paragraph 2 is replaced by the following:
‘2. The Mission shall end on 30 June 2026.’.
