Decision 2012/389/CFSP is amended as follows:
(1)
Articles 2 and 3 are replaced by the following:
‘Article 2
Mission Statement
1. EUCAP Somalia shall contribute to advising, training and equipping the Federal Somali Police Force to contribute to the gradual establishment of the rule of law in Somalia.
2. In addition, EUCAP Somalia shall assist Somalia in strengthening its maritime security capacity in order to enable it to enforce maritime law more effectively.
Article 3
Tasks
1. In order to achieve the Mission Statement set out in Article 2, EUCAP Somalia shall:
(a)
advise, train, and equip the Federal Somali Police Force, in particular the Federal Darwish;
(b)
advise the Ministry of Internal Security on the development and implementation of the necessary legal framework for the internal security architecture and the Federal Police of Somalia;
(c)
advise Somali authorities on police functions and synergies between the land and maritime branches of the police and other security sector actors;
(d)
provide monitoring to the Somaliland Maritime Police Force and to the Puntland Maritime Police Force;
(e)
gradually transfer to EUTM Somalia, and hand over by 31 December 2025, the responsibility to advise the Somali Navy on coastguard functions, while continuing to make available maritime advisers on civilian and police related coast guard functions.
2. In addition, upon invitation from the Republic of Djibouti, EUCAP Somalia shall, within its means and capabilities, provide training in the Djibouti Regional Training Centre, notably to support the capacity-building efforts of the Djibouti Coast Guard.’

in Article 13(1), the following subparagraph is added:
‘The financial reference amount intended to cover the expenditure related to EUCAP Somalia for the period from 1 January 2025 to 28 February 2027 shall be EUR 110 240 125,06.’

in Article 16, the second paragraph is replaced by the following:
‘It shall apply until 28 February 2027.’.
