Article 1

1.   The countries that present a low, or high risk, shall be those listed in the Annex.

2.   A standard level shall be maintained for all countries not listed in the Annex.

Article 2

This Regulation shall enter into force on the third day following that of its publication in the Official Journal of the European Union .
