Article 1

Annex I to Regulation (EU) No 269/2014 is amended in accordance with the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union .

The company is part of the Russian arms industry, which is a sector of strategic importance to the Russian Federation. LLC “Irz-Svyaz” is a Russian manufacturer of communication systems that perform the function of switching, mostly for navigation receivers. LLC “Irz-Svyaz” has licenses for production and repair of weapons and military equipment. The company also supplies components to the military and industrial complex of the Russian Federation, as its manufactured products are used in UAV’s “Orlan-10” and “Tachion”, which are used by Russian armed forces in Ukraine. LLC “Irz-Svyaz” also sells its manufactured goods to Russian military and industrial complex companies, such as JSC “Votokinsk Plant”, a known manufacturer of Iskander-M ballistic missiles. Moreover, LLC “Irz-Svyaz” is a systemically important company in Russia in the field of manufacturing navigation receivers for GPS and for GLONASS, which is a Russian satellite navigation system designed for operational navigation and time support for an unlimited number of land, sea, air and space-based users. Therefore, Sergey Bashkov is materially supporting Russia’s military and industrial complex, including by being involved in the development, production or supply of military technology and equipment. 7.8.2026 2108. Sergey Nikolaevich BESSONOV Russian: Сергей Николаевич БЕССОНОВ Function: General director of LLC “AEROMAKS” Nationality: Russian Gender: male Tax Identification Number: 644914040799 Sergey Bessonov is the general director of LLC “AEROMAKS”. The company is part of the Russian arms industry, which is a sector of strategic importance to the Russian Federation. LLC “AEROMAKS” develops software for drones to perform various aviation operations, including aerial photography, collection, processing, and preparation of cartographic data and space information. LLC “AEROMAKS” is also a manufacturer of helicopter type drones of SH-3000/-750/-450/-350 and develops 11 types of drones. In 2023, the company opened its own Aviation Training Centre approved by the Ministry of Labour of the Russian Federation. By the end of 2024, the company had signed 13 government contracts. Gazprom Neft, Russian Post and Moscow City Department of Information Technology were among its customers. The company is part of the Russian arms industry, which is a sector of strategic importance to the Russian Federation. JSC Research Institute of Precision Instruments NII TP is an organisation that conducts activities in the space and military sphere and that supplies the Russian Ministry of Defence and the Ministry of Emergency Situations with special equipment and services. The company is part of the “Roscosmos” state corporation and participates as a key enterprise in various Russian space projects run by the “Roscosmos”. The company has been working on the new satellite system for the Russian army, the Kasatka-R synthetic space radar. At the Army Forum 2024, the company presented the Kasatka-R radar and the Compact-4 synthetic radar developed for capturing highly detailed images of terrain and objects. Furthermore, in September 2025, the company’s monitoring flight equipment was used during the flight of the Bion-M No 2 biosatellite into space. Therefore, Viktor Ivanov is materially supporting Russia’s military and industrial complex, including by being involved in the development, production or supply of military technology and equipment. 7.8.2026 2110.
