Article 15

1. Without prejudice to measures taken under Article 79 (4) of the Treaty, the Commission and Member States shall ensure that all facts made known to them in pursuance of Articles 5, 11, 13 and 14 remain confidential. 2. Unless the Council unanimously decides otherwise, information so obtained may only be used for the implementation of this Regulation.
