Article 48

Insurance periods of less than one year l. Notwithstanding the provisions of Article 46 (2), if the total length of the insurance periods completed under the legislation of a Member State does not amount to one year, and if under that legislation no right to benefits is acquired by virtue only of those periods the institution of that State shall not be bound to award benefits in respect of such periods. 2. The competent institution of each of the other Member States concerned shall take into account the periods referred to in paragraph 1, for the purposes of applying the provisions of Article 46 (2) excepting those of subparagraph (b). 3. If the effect of applying the provisions of paragraph 1 would be to relieve them of their obligations all the institutions of the States concerned, benefits shall be awarded exclusively under the legislation of the last of those States whose conditions are satisfied, as if all the insurance periods completed and taken into account in accordance with Article 45 (1) and (2) had been completed under the legislation of that State.
