Article 2

1. Member States shall bring into force the laws, regulations or administrative provisions necessary to comply with this Directive not later than 1 July 1980. 2. Member States shall ensure that seed of fodder plants is subject to no marketing restrictions due to different dates of implementation of this Directive.
