Article 2
By way of derogation from Article 1, unilateral national restrictions in existence before 1 July 1986 on the carriage of certain goods wholly or partly reserved for vessels flying the national flag, shall be phased out at the latest in accordance with the following timetable: - carriage between Member States by vessels flying the flag of a Member State: 31 December 1989 - carriage between Member States and third countries by vessels flying the flag of a Member State: 31 December 1991 - carriage between Member States and between Member States and third countries in other vessels: 1 January 1993
