Article 14

Before the end of the three-year period provided for in Article 8, the Commission shall submit to the Council a report on the application of the plans provided for in this Decision, together, if appropriate, with proposals for further harmonizing national prophylactic measures on which the Council will take a decision by a qualified majority.
