(7) In its assessment, the Commission took particular account of the fact that the level of 30 % net grant equivalent which is the maximum intensity authorized under Article 92 (3) (c) is applicable from 1991 in the province of Frosinone, which is experiencing far more serious socio-economic problems than the two provinces in question.
