Article 3

1. The Commission shall be responsible for executing the measure. 2. The detailed rules for the application of this Regulation shall be adopted in accordance with the procedure laid down in Article 26 of Regulation (EEC) No 2727/75 or, as the case may be, in the corresponding Articles in Regulations (EEC) No 804/68, (EEC) No 805/68, (EEC) No 1035/72, (EEC) No 426/86, (EEC) No 1418/76 and (EEC) No 136/66/EEC.
