Article 25

The following is substituted for Article 139 (1) of the Act of Accession: '1. The Commission shall authorize Austria and Finland to maintain aids which are not linked to a particular production and which, for this reason, are not taken into consideration for the purpose of calculating the amount of support under Article 138 (3). In particular, aids to holdings shall be authorized under this heading.`.
