Article 1
Italy shall take the steps necessary to abolish the distortion of competition resulting from the initial payment imposed on Omnitel Pronto Italia and to secure equal conditions for operators of GSM radiotelephony on the Italian market at the latest by 1 January 1996, by means of the following: - a requirement that Telecom Italia Mobile make an identical payment, or - the adoption, after receiving the agreement of the Commission, of corrective measures equivalent in economic terms to the payment made by the second operator. The measures definitively adopted may not impair the competition created by the licensing of the second GSM operator on 2 December 1994.
