Article 3

The time limit for the submission of tenders at the headquarters of the Commission of the European Communities shall be indicated in the notice of invitation to tender. Notwithstanding Article 3 of Regulation (EEC) No 3389/73, the notice of invitation to tender may be published in the Official Journal of the European Communities at least 20 days before the date fixed for the submission of tenders.
