Breakdown of the financial framework referred to in Article 18 >TABLE> COMMISSION STATEMENT The Commission undertakes to examine, in partnership with the Member States, the possibility of developing, while respecting the principle of subsidiarity, long-term exchanges of officials between national administrations to, for the duration of the exchange, posts in the customs administrations of other Member States corresponding to their abilities. The Commission and the Member States will take account of experience acquired from the implementation of the Matthaeus Programme, and in particular from the application of Article 5 of Council Decision 91/341/EEC of 20 June 1991 on the adoption of a Community Programme on the subject of the vocational training of customs officials (Matthaeus Programme).
