Where a candidature in conformity with the provisions of Article 5(1) of Commission Decision 93/10/EEC (78) is clearly of interest in the context of the application of Community legislation in the area of the internal market, outside the priority areas listed in Article 1, it can be considered for participation in the programme, provided that no equivalent Community programme for the exchange of officials exists in the area concerned.
