Article 2
This Regulation shall enter into force on the seventh day following its publication in the Official Journal of the European Communities. It shall apply with effect from 1 January 1999. However, at the request of the party concerned, the provisions covered by the derogation provided for in Article 1(1) shall apply to all transactions carried out in the period between the date of entry into application and the date of entry into force of this Regulation. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 16 April 1999.
