Article 10

International cooperation In the framework of the European Year of Languages, and in accordance with the procedure laid down in Article 5(2), the Commission may cooperate with relevant international organisations. In particular, there shall be close cooperation and coordination as well as joint initiatives with the Council of Europe, in order to strengthen links between the peoples of Europe.
