Article 2

1. The President of the Council is hereby authorised to designate the person empowered to sign the Protocol on behalf of the Community, in order to express the consent of the Community to be bound. 2. The President of the Council shall, on behalf of the Community, make the notification of approval provided for in Article 3 of the Protocol.
