Balance 1. No later than 21 September of each year, the Commission shall draw up the balance described in Article 11 of Regulation (EC) No 3448/93 and submit it for examination to the Group of Experts on horizontal questions concerning trade in processed agricultural products not listed in Annex I (hereinafter "Group of Experts"). 2. If the estimated amount needed for refunds exceeds the funds available, the quantities of the various basic products, as identified by their eight-digit Combined Nomenclature code, shall be determined according to the balance.
