Second and third publication of available quantities The Commission, taking into account the foreseeable volumes of exports of the goods concerned and the situation of the market of each basic product, shall review the balance regularly and submit it for examination to the Group of Experts. Where the amount of refunds due is estimated to be greater than the financial resources available, and taking into account the quantities already granted with certificates and the unused quantities of which the Commission has been informed in accordance with Article 25, the Commission shall determine the remaining quantity available for each basic product. This will be the subject of a second publication in the Official Journal of the European Communities by no later than 31 January of each year and of a third publication by no later than 31 May of each year.
