Article 11

1. The competent Russian authorities shall issue an export licence in respect of all consignments of steel products subject to the quantitative limits laid down in Annex IV up to the level of the said limits. 2. The original of the export licence shall be presented by the importer for the purposes of the issue of the import authorization referred to in Article 14.
