Article 3

1. The amendments referred to in Articles 1 and 2 shall take effect on the first day of the month following the adoption of the provisions of this Decision by the Member States, in accordance with their respective constitutional requirements. 2. The Member States shall notify the General Secretariat of the Council of the completion of their national procedures.
