Article 4

Implementation and responsibilities 1. Member States shall designate at the appropriate levels the competent authorities and bodies responsible for implementing this Directive, including the authorities responsible for: (a) making and, where relevant, approving noise maps and action plans for agglomerations, major roads, major railways and major airports; (b) collecting noise maps and action plans. 2. The Member States shall make the information referred to in paragraph 1 available to the Commission and to the public no later than 18 July 2005.
