Article 7

Monitoring and evaluation By 31 December 2005 the Commission shall report to the Council on the achievement of the objectives of the programme. The report shall be based on the results obtained by the beneficiaries and shall assess, in particular, their relevance, effectiveness and usefulness in achieving the objectives defined in Article 1 and the Annex.
