Article 3
This Regulation shall enter into force on the 20th day following that of its publication in the Official Journal of the European Union. Point 2(b) of Annex VII and point (a)(iii) of part I of Chapter A of Annex VIII shall apply from 1 October 2003. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 12 February 2003.
