Article 3
This Regulation shall enter into force on the first day of the month following its publication in the Official Journal of the European Union. This Regulation shall be binding in its entirety and directly applicable in the Member States in accordance with the Treaty establishing the European Community. Done at Brussels, 14 May 2003.
