Article 78

National implementing rules 1. Member States shall make such provision as is appropriate to ensure the effective application of this Regulation. 2. Each Member State shall designate the competent authorities within the meaning of Articles 7, 21, 29, 30, 54 and 73. It shall inform the Commission and the other Member States accordingly.
