Advisory committee procedure 1. The Committee shall be consulted on the matters covered by Articles 5, 6(2), 7(4), 9(4) and Annex VII(5). 2. The Commission shall consult the Committee periodically on the surveillance tasks relating to the application of this Directive, and, where appropriate, issue guidelines on this matter. 3. Articles 3 and 7 of Decision 1999/468/EC(33) shall apply, having regard to the provisions of Article 8 thereof. 4. The Commission shall periodically consult the representatives of the telecommunications networks providers, the consumers and the manufacturers.
