Article 16
Report on financial arrangements 1. The Commission shall, within three years of the entry into force of this Regulation, submit a report to the European Parliament and to the Council. 2. The report shall discuss: (a) the arrangements in place, at Community and national level, to finance measures taken to control zoonoses and zoonotic agents; and (b) the effect that such arrangements have on the effectiveness of those measures. 3. The Commission shall, if appropriate, accompany its report with relevant proposals. 4. Member States shall, on request, provide the Commission with all the assistance necessary to enable it to prepare its report. CHAPTER VIII GENERAL AND FINAL PROVISIONS
