Article 20

Selection, appointment and promotion of staff 20.1. All members of staff of the ECB shall be selected, appointed and promoted by the Executive Board. 20.2. All members of staff of the ECB shall be selected, appointed and promoted with due regard to the principles of professional qualification, publicity, transparency, equal access and non-discrimination. The rules and procedures for recruitment and for internal promotion shall be further specified by means of Administrative Circulars.
