Article 18

1. The competent authorities of the Russian Federation shall issue an export licence in respect of all consignments of steel products subject to the quantitative limits set out in Annex V up to the level of those limits. 2. The importer shall present the original of the export licence for the purposes of the issue of the import authorisation referred to in Article 21.
