Article 23

By 15 May 2014 and every six years thereafter the Commission shall present to the European Parliament and to the Council a report on the implementation of this Directive based, inter alia , on reports from Member States in accordance with Article 21(2) and (3). Where necessary, the report shall be accompanied by proposals for Community action.
