STATEMENT
With respect to Article 66(2) the Community points out that, according to Article 34(1) of the Statute of the International Court of Justice, only States may be parties before that Court. Therefore, under Article 66(2) of the Convention, in disputes involving the Community, only dispute settlement by way of arbitration will be available.
